Wanted in California on a Cocaine Charge: Troops Arrest ‘El Wicho,’ Alleged Money Man for Sinaloa Cartel Wing Los Rugrats, Outside Mazatlán

By The Narco Blog · October 14, 2026 · Updated October 14, 2026

Mexican soldiers and National Guard troops arrested José Luis “N,” alias “El Wicho,” in Villa Unión, just outside Mazatlán, Sinaloa, on Tuesday, Oct. 13. He is wanted in the United States by the federal court for the Central District of California on a charge of possession of cocaine with intent to distribute, Milenio and La Razón reported on Oct. 14. Mexico’s Security Cabinet describes him as the financial and logistics operator of Los Rugrats, an armed wing of the Sinaloa Cartel.

What authorities say happened

According to Milenio, Mexico’s Defense Ministry (Defensa) and the National Guard caught the suspect in the act in Villa Unión, working with Sinaloa’s state public security ministry. Troops seized weapons, drugs, cash and a vehicle. The Security Cabinet did not say how many weapons, what kind of drugs or how much money. The suspect and the seized items were handed to Mexico’s federal prosecutor’s office (FGR) in Mazatlán.

La Razón quoted the cabinet as saying the arrest means “se debilitan las capacidades financieras y operativas” (the group’s financial and operational capabilities are weakened) in Sinaloa and Durango. Milenio noted that officials did not specify which activities they attribute to him. Neither outlet gave a U.S. case number or said whether the United States has filed an extradition request.

The boss he allegedly worked for: ‘Carlitos Rugrats’

Officials say El Wicho worked under the direct orders of Carlos Alberto “N.” La Razón identifies him as Carlos Alberto Páez Pereda, “Carlitos Rugrats,” and describes Los Rugrats as aligned with the Los Mayos faction. La Razón says the U.S. Justice Department announced an indictment against Páez Pereda in San Diego on July 7, 2026, on charges including narcoterrorism, material support for terrorism and trafficking fentanyl, cocaine and methamphetamine. The U.S. Treasury sanctioned him on Sept. 18, 2025.

This is the second arrest in a week of someone officials link to Páez Pereda. On Oct. 10, authorities in the State of Mexico detained the alleged Caborca Cartel boss “Cara de Cochi,” who is accused of guarding him and is also wanted in the U.S. (our earlier report). Páez Pereda himself remains at large. For the wider security picture in the port city, see our Mazatlán safety guide.
