- Guns and ammunition: leave them home. Do not bring weapons or ammunition into Mexico. It is a serious crime and you could face severe penalties including years in prison. - Tourist permit (FMM). Foreign visitors entering Mexico by land need an FMM tourist permit. Apply on Mexico's immigration (INM) site, print it, and have it stamped at the INM office when you cross at Sonoyta. The Arizona Republic reported in May 2026 that it is free for visits of up to a week and costs about $57 for longer stays; check the fee on the INM site when you apply. - Vehicle permit: not needed for Rocky Point. Puerto Peñasco is inside northwest Sonora's “Sólo Sonora” zone, where Mexico's tax authority lets visitors who enter at Sonoyta drive without a temporary vehicle import permit. - Route: Federal Highway 8. The State Department's advisory says: “U.S. government employees may travel between Puerto Peñasco and the Lukeville-Sonoyta U.S. Port of Entry via Federal Highway 8 only. U.S. government employees may not travel on any other route to Puerto Peñasco.” Mexico's tourism ministry advises driving during the day and avoiding travel at night. Crossing at Lukeville

Is it safe right now?
The State Department rates Sonora Level 3, Reconsider travel. In September 2026, Mexican forces raided several properties in Puerto Peñasco, freed three kidnapping victims and arrested more than a dozen people; the town’s tourism sector reported 60–65% hotel occupancy and local officials said visitors were not being targeted [The Arizona Republic, Sept. 25, 2026].

Do I need a passport to go to Rocky Point?
To get back into the U.S. by land you need a U.S. passport, passport card, enhanced driver's license or trusted-traveler card (CBP). You also need an FMM tourist permit for Mexico.
Do I need Mexican car insurance?
Yes. The U.S. Embassy says your U.S. insurance is not sufficient in Mexico and you must have a separate Mexican policy.
Do I need a vehicle permit for Rocky Point?
No. Puerto Peñasco is inside the Sólo Sonora zone, so a temporary import permit isn't needed unless you drive farther into Mexico.
What time does the Lukeville border close?
CBP lists 6 a.m. to 8 p.m. daily. It isn't a 24-hour crossing.
Can I bring a gun or ammunition?
No. Taking any firearm or ammunition into Mexico is a serious crime that can mean years in prison, and U.S. permits aren't valid there.
Is it safe to drive to Rocky Point?
