‘Free Mayo’ Cap and a 9mm: Police Hunting U.S.-Sanctioned ‘El Ranchero’ Rearrest ‘El 500’ in Rosarito, Near San Diego — 3 Years After His Arrest in a Tijuana Agent’s Killing

Baja California police spent about three days hunting “El Ranchero,” a Sinaloa Cartel lieutenant the U.S. Treasury sanctioned last week, and instead caught a man they had already arrested once: Luis Adán “N,” alias “El 500,” taken into custody before dawn on Saturday, Oct. 3, 2026, in Playas de Rosarito, Baja California, just south of Tijuana and San Diego. Semanario Zeta reported that he was carrying a cap reading “Free Mayo.” He had been arrested in 2023 in the killing of a Tijuana state agent.

The arrest in Rosarito

Baja California’s state police, the Fuerza Estatal de Seguridad Ciudadana (FESC), said the 32-year-old Veracruz native was found in a Chevrolet Onix in the Villas Costa Rica neighborhood after a citizen tip. Agents seized a firearm, doses of methamphetamine and two caps referring to a criminal group, El Imparcial and Infobae reported. Zeta identified him as Luis Adán Torales Castillo. It reported that the arrest came around 4:30 a.m., that the gun was a Smith & Wesson 9mm, and that agents first got past a lookout network that used drones. Zeta said he was handed to Mexico’s federal Attorney General’s Office (FGR) on firearm and drug possession charges.

Arrested in 2023, free again in 2026

The FESC said Luis Adán “N” has prior records for homicide, criminal association and crimes against public officials, and is suspected in the 2023 shooting death of a state investigative agent (AEI) in Tijuana’s Pórticos de Santa Fe neighborhood. Zeta reported he was arrested in March 2023 in that attack and ordered held in pretrial detention, and that the arresting agents do not know why he was released. Infobae said that in 2023 he was linked to more than 30 killings. None of those allegations has been proven in court, and he is presumed innocent.

Where ‘El Ranchero’ fits

Infobae and the FESC tie El 500 to the Los Mayos (La Mayiza) cell of brothers René and Alfonso Arzate García, “La Rana” and “Aquiles,” who face U.S. charges in San Diego and carry U.S. rewards of up to $5 million each. Zeta reported that Baja California’s security cabinet places him in El Ranchero’s cell, running street drug sales and the Sinaloa Cartel‘s war with the CJNG in Tijuana and Tecate. On Sept. 29, Treasury named Franklin Ernesto Huezo Hernández, “El Ranchero,” as one of La Rana’s three main lieutenants, saying they carry out violence and manage fentanyl moving through Tijuana into the U.S. El Ranchero has not been reported arrested.
