‘El Dámaso,’ Alleged No. 2 of the Cártel de Tláhuac, Arrested at a Mexico City Mall in Tlalpan — Prosecutors Say He Extorted Merchants and Sold Drugs Across Tláhuac, Xochimilco and Milpa Alta

Mexico City police investigators have arrested Feliciano “N,” alias “El Dámaso,” at a shopping center in the Tlalpan borough of Mexico City. The city’s prosecutor’s office, the Fiscalía General de Justicia de la Ciudad de México (FGJCDMX), identified him as one of the leaders of the Cártel de Tláhuac and the gang’s alleged second-in-command. The arrest was announced on the night of Tuesday, Oct. 13, 2026, and reported by N+, adn Noticias, 88.9 Noticias and El Diario de Chihuahua.

What prosecutors say he did
According to the FGJCDMX statement, as quoted by El Diario de Chihuahua on Oct. 14, “El Dámaso” “would be identified as the second-in-command of this criminal group and would be linked to the extortion of merchants, despojo [illegal seizure of property] and drug sales in Tláhuac.” Prosecutors use the conditional: these are allegations, not findings of a court.
88.9 Noticias reported that, according to the prosecutor’s office, investigators spent several months following him and mapped his movements across three southern boroughs of the capital: Tláhuac, Xochimilco and Milpa Alta. He was caught in Tlalpan, which adn Noticias noted was not among the areas he allegedly controlled. Officers seized doses of marijuana and cocaine and two cellphones, 88.9 Noticias reported. He was handed over to the judge who had issued an arrest warrant against him.
The FGJCDMX asked anyone who recognizes him to file a complaint through the prosecutor’s direct line, 55 5345 5000, El Diario de Chihuahua reported.

What is the Cártel de Tláhuac?
adn Noticias reported that the Cártel de Tláhuac formed around 2012, after cells of the Beltrán Leyva Organization splintered in the capital. Its founder was Felipe de Jesús Pérez Luna, “El Ojos.” The group used lookouts (halcones) and gunmen to dominate parts of southern Mexico City. El Ojos was killed in July 2017. Since then the group has fragmented, adn Noticias said: some cells moved into the State of Mexico and authorities broke up others.
What is not known
Prosecutors have not released his full surname or said which crime the warrant covers. None of the reports included a response from him or a lawyer. He has not been convicted and is presumed innocent. The FGJCDMX card released with his photo says so explicitly.
