Carvel Gas Stations Sealed, a Hangar and a Juárez Garbage Firm Seized: Chihuahua Fuel Boss Held 60 Hours in Federal Huachicol Probe With No Charges Announced

Federal agents arrested Carlos Alberto V. N., owner of the Carvel gas station chain, in Chihuahua city on Sept. 24, 2026. By Sunday, 60 hours later, Mexico’s Attorney General’s Office (FGR) still had not said what he is accused of, El Diario de Chihuahua reported Sept. 27. The case is part of Mexico’s crackdown on huachicol fiscal, fuel smuggled in to dodge taxes. It is the same crackdown behind this week’s arrest of “El Bebo,” the alleged Gulf Cartel money man.

What was seized

Somos Juárez reported that he shows up in the federal detention registry as arrested at 1:59 p.m. on Sept. 24. The registry did not list any crimes. According to El Diario, the case is being run by the FGR’s organized-crime unit (FEMDO). El Diario reported that the investigation file covers fiscal crimes and operations with illicit proceeds, the charge Mexico uses for money laundering.

Agents secured Carvel’s corporate offices, his home in Bosques de San Francisco, a hangar in the El Charco area, and an urban-cleaning company in Ciudad Juárez, El Diario reported. By Sept. 26, federal seals were on Carvel stations in Chihuahua, and the National Guard had shut one in Cuauhtémoc. El Diario says the chain runs 11 stations.

A long-running investigation

Somos Juárez reported Sept. 25 that federal prosecutors raided Carvel in December 2018 and seized more than 349,000 liters of gasoline. In 2020, it added, the FGR put the company on its list of firms under investigation for fuel smuggling.

What is not known

Officials have not tied Carlos Alberto V. to any criminal group. They also have not said whether his case is linked to the El Bebo operation, which included searches in Chihuahua. On Sept. 27, the Chihuahua site La Paradoja wrote that one of the two unnamed people detained with El Bebo “would be” the Carvel owner. It cited no official for that claim, and authorities have not confirmed it.

Reports on where he is held also conflict. El Pueblo reported he was booked into the state prison in Aquiles Serdán. El Diario reported Sept. 27 that the registry still lists him as “in transit” and that he was reportedly moved to Mexico City. He has not been formally charged in court, and he is presumed innocent.
