Shot Dead Hours Before Hurricane Simón: Escuinapa’s Civil Protection Chief Killed South of Mazatlán, Sinaloa — as the Cartel War’s Toll Passes 4,000 Homicides

By The Narco Blog · October 11, 2026

Gunmen shot and killed Jesús Antonio López Bibriesca, the Civil Protection coordinator of Escuinapa, Sinaloa, in the town’s Centro area on Sunday afternoon, Oct. 11, 2026. He had spent the morning touring the coast with Escuinapa’s mayor to get shelters ready for Hurricane Simón, local outlets reported. Escuinapa lies south of Mazatlán. His death came a day after Noroeste’s running count of the Sinaloa Cartel’s internal war reached 4,007 intentional homicides.

What happened

Noroeste reported Oct. 11 that López Bibriesca was driving his own car from his home when armed men shot at the vehicle on Francisco Pérez Street, between 16 de Septiembre and Melchor Ocampo. He was found dead in the street. Red Cross paramedics confirmed he had died. Authorities said 9mm shell casings were left at the scene, according to Noroeste. Neighbors reported only hearing gunshots.

Luz Noticias, also on Oct. 11, said the attack happened around 3:30 p.m. and that Mayor Víctor Manuel Díaz Simental confirmed the death. “We were together all morning,” the mayor said. He said the two had parted a couple of hours earlier to rest and eat after “looking at everything about the cyclone that is coming.” He said he knew of no threats against the coordinator. Luz Noticias said the two had inspected Teacapán, Isla del Bosque and local shelters that morning.

Noroeste said López Bibriesca had taken the job only in July. N+ reported that he appeared in a Sinaloa Civil Protection video with an updated Simón forecast. No motive, suspects or arrests had been announced Sunday evening. The sources do not link the killing to any criminal group. Outlets also give his first names differently: Noroeste says Jesús Antonio, Luz Noticias says Jesús Francisco, and N+ says Jesús.

Escuinapa’s violent weekend

The killing followed two others in Escuinapa on Saturday, according to Noroeste’s daily report. A woman, Lucero, was killed at a birria restaurant on Francisco I. Madero Street. Shortly afterward, a man named Olegario, about 24 or 25, was killed in the Centro area while repairing a pickup truck.

4,007 homicides since September 2024

Noroeste’s tally runs from Sept. 9, 2024, when fighting broke out between the Guzmán and Zambada factions of the Sinaloa Cartel, through Oct. 10, 2026. It counts 4,007 intentional homicides, or 5.3 a day, and 4,522 people deprived of their liberty. It also counts 12,682 stolen vehicles and 212 people killed by authorities. On Oct. 3, the paper’s count stood at 3,948 violent deaths, as The Narco Blog reported.
