4 Pipe Bombs and an AR-Style Rifle on a Speedboat Carrying 3 Migrants: Border Patrol Tracks Corpus Christi Man From Port Mansfield, Texas, Up the Intracoastal Waterway

By The Narco Blog · October 18, 2026

Border Patrol agents who followed a speedboat from Port Mansfield, Texas, up the Intracoastal Waterway to a Corpus Christi boat ramp found three migrants hidden under its seats, an AR-style rifle with a drum magazine and four suspected pipe bombs in a duffel bag, according to federal court records described by KENS 5 on Oct. 16, 2026. The pilot, Alec Ray Foss, 28, of Corpus Christi, is charged with transporting people in the country illegally. He has not been convicted.

A tip, an aircraft and a boat ramp

Breitbart News, citing the criminal complaint, reported on Oct. 17 that Port Mansfield police tipped off agents on Oct. 6 after three people left a vehicle and boarded a speedboat-style vessel. Agents watched the boat head north on the Intracoastal Waterway, and a law enforcement aircraft spotted it about 20 miles south of Corpus Christi. Agents found it at Bluff Landing, where, Breitbart said, Foss unhitched the boat from its trailer and tried to start the engine before complying with orders. KENS 5 reported that he briefly tried to flee before surrendering.

Breitbart said the passengers were two Ecuadorians and a Guatemalan, and that Foss reportedly told agents he expected $3,000 in cash per person, paid on delivery in Houston. Agents also found a handgun, Breitbart reported.

What the ATF found at his home

The ATF searched Foss’s home on Oct. 8 and found five more firearms, about 3,500 rounds of ammunition and bomb-making materials, including gunpowder, fuses, drill bits and altered fireworks, KENS 5 reported. Prosecutors are asking a judge to keep him jailed until trial, calling the combination of guns and pipe bombs a serious threat to public safety. Neither outlet reported a ruling.

KENS 5 said investigators had considered Foss a person of interest in several suspected smuggling runs since August 2025, citing surveillance, financial records, rental car data and electronic messages. He was arrested in Zapata County in 2023 after three people were found hidden in his rental vehicle with a firearm. Those charges were later dropped.

What he faces

Radio station KURV reported that Foss faces up to 10 years in prison if convicted. Breitbart put the maximum at 20 years if he is convicted with a life-endangerment enhancement. None of the reports tie the case to a cartel or name who arranged the crossings.
