19 Years for Wichita Ringleader: 15 Sentenced in Sinaloa Cartel Pipeline That Ran Fentanyl and Meth From Phoenix to Kansas
A Wichita man described as the ringleader of a Sinaloa Cartel drug pipeline into Kansas has been sentenced to 228 months — 19 years — in federal prison, one of 15 defendants sentenced in the case, WIBW and The Wichita Eagle reported on September 22, 2026. According to those reports, the crew made trips every few weeks to Phoenix, Arizona, and other locations to pick up fentanyl, cocaine and methamphetamine, then brought the drugs back to Wichita for sale.
A ringleader in touch with Mexico
WIBW identified the leader as Euriel Talavera, 32, of Wichita, who pleaded guilty to one count of conspiracy to distribute fentanyl. The Wichita Eagle reported that Talavera “stayed in regular contact with cartel members in Mexico.” Both outlets said the ring operated for the Sinaloa Cartel. Neither report names any cartel member in Mexico who directed it.
The investigation began in December 2022, WIBW reported. The FBI, Homeland Security, the DEA and the Wichita Police Department worked on it together. The Wichita Eagle said the probe started after police learned of a possible deal involving counterfeit pills.
The sentences
According to WIBW, the other sentences included:
- Jonathan Gutierrez-Diaz, 30, whom the station described as an undocumented Mexican national: 136 months for fentanyl conspiracy.
- Joe Louis Washington, 33, of Wichita: 120 months for methamphetamine conspiracy.
- Aron Garcia-Campa, 36, of Wichita: 96 months for methamphetamine conspiracy.
- Alexis Ortega-Ramos, 29, whom the station described as an undocumented Mexican national: 72 months for fentanyl conspiracy.
- Shelan D. Peters, 24, and Jermel L. Goines, 44, both of Wichita: 60 months each for having a firearm to further drug trafficking.
Other defendants got shorter terms for using a communication facility to facilitate drug trafficking and for money laundering. Four got probation.
One defendant still missing
Richard Oral Mathie, 60, of Elmendorf, Texas, pleaded guilty to conspiracy to distribute fentanyl but fled before he could be sentenced, WIBW reported. The Wichita Eagle said he is still at large.
The case shows how Sinaloa-linked supply lines reach far from the border. Here, a city in the middle of the country was being supplied through Arizona.
